There's 123 different dog breeds and 49 cat breeds in sims 4 cats & dogs. I think the problem with cats is a lot of breeds do look very similar (besides the odd slight facial differences and those horrible human-bred very short legged cats (I say horrible because as a graduated student with an animal care qualification, they have a ton of health problems)), you can easily manipulate one of the base game breeds into looking like another breed with editing the characteristics and hair by yourself. Sims 4 did this with one of the stray dogs (I saw in game) which appeared to look like a wild fox (which was very smart of EA to include).
Many breeds of dogs look so different from each other and come in many various shapes and sizes whereas cats pretty much average the same size (excluding hair because a cat with long fluffy hair are still the same structure-wise underneath all that hair). Of course you do have some larger breeds of house cats, for instance my British shorthair crossed Norwegian cat in real life is way bigger than my tuxedo cat. But it's not enough to need to add to a game. But even then, there are cat breeds in the game that have fluffy hair with different hair textures so even other fluffy cats of different breeds can also be manipulated into the game with good characteristic editing.
