Are simmers/GCs allowed to use Adfly?

I am seeing a lot of simmers and some GC's that are using sites like Adfly to hide their CC behind a paywall and it can cause viruses just clicking on it not knowing it was an adfly link.

Is this even allowed? Can simmers/GC's get in trouble for using this on their site or a 3rd party site like tumblr?

    They are but it's harmful to minors. It would be better if simmers find other paywall site.
