Phone someone you know and invite to hangout at lot. They will come to the door and knock.
Well, if they are in my neighborhood walking around that is not an option given.
Just wait a bit and they will go somewhere else.

Just Sims being Sims When invited to hang out while just passing by they tend to stay outside. One thing you can do to get them inside is to "Call to meal" and include guests.
