@passionfruitx123 The graphics card in the second laptop is a lot faster than the one in the first, although you should still be able to use ultra settings with a 1650 ti. It might be a close call in a year or two though: while we don't know what Sims 4 will look like once it's out of development, it's probably going to be more demanding than it is now. On the other hand, a 3060 is overkill; you'd be more than fine with a 3050 or 1660 ti.
For the second laptop, you don't need the stronger processor, and in fact you'll see better battery life with a 10300H. You could upgrade the RAM to 16 GB instead, which is nice to have if not strictly necessary, and still come out ahead. If you like this laptop overall, it's certainly a reasonable choice.
If really good battery life is important to you, it's worth considering models with AMD processors instead. The Intel CPUs use a lot more power these days for only small performance increases, if any, and as far as Sims 4 is concerned, you wouldn't see a difference anyway. As examples, these aren't available yet, but they should be soon:

The RAM in the first one can be upgraded cheaply and easily. There are likely a number of variations on these models, and I'd be happy to keep looking if you're interested and want to buy now.
This one has an excellent battery:

Its graphics card isn't nearly as fast as a 3060 and is still somewhat slower than a 3050 ti, but it's around 20% faster than a 1650 ti. And if you do like this model and are willing to pay more, you (or I) can probably find one with a 3060; it'll have the same battery life and at least as good a chassis and screen.
Since I'm not totally sure what exactly you want, I didn't do a thorough search. But if you'd like more options along any of these lines, let me know, and I'll look again. And of course feel free to ask more questions.
