It's possible that the notification spam only starts once you have your first event. Make sure to upvote that.
Maybe they couldn't fix the bug for some circumstances for existing saves ? You said it didn't work replacing the counter. Does it work if you build a thrift tea elsewhere ? Changing lot type to something else, going on live mode, then going back and change back ?
So the lot type method did work for thrift tea, but it didn't work for the high school
