Can’t place items on Evergreen Harbor apartment patios PS4

Renovating the Evergreen Harbor apartments—can place items on the ground floor communal space outside and along the walls of the personal patio, but cannot place any items on the patio itself. Such wasted space and we need it for our reno! Thanks!!
