Can I turn off power and water so my bills don't increase?

I don't have Eco-Lifestyle. Therefore there is no way my sims can produce green energy. I don't like that my power now affects my bills too as I had a sim living in an apartent and I like that apartm...

@gianellashiane  The lot trait Off-the-Grid will turn off power and water. There is now a category in build buy to help find plumbing and appliance items that work when using the Off-the-Grid option.

Edit to add: Off-the-Grid is a lot trait added to base game.
