Cannot delegate apartment spaces

Hello, I've had a lot of issues since buying For Rent.

Besides the fact that it totally corrupted my last save file, and I had to start fresh. I figured I would gradually work in apartments to hopefully prevent this from happening again. I also removed all of my mods in the meanwhile.

Now in my new save file, when I download new buildings from the gallery (one Cafe and one marketplace) and try to turn the upstairs space into apartments, I cannot select / delegate which space will be for the apartments.

Everything remains as "shared space" no matter how I try to fiddle with this. Please help!
