Cannot enter rental unit as landlord whether occupied/unoccupied

What expansions, game packs, and stuff packs do you have installed? all of them minus star wars
Steps: How can we find the bug ourselves? Become the landlord of a property, have your water heater inside the unit as the game says to in the Lessons guide. can't enter rental property to repair it, or repair broken objects. why?
What happens when the bug occurs? Cant enter rental property you are the landlord of to fix broken objects.
What do you expect to see? being able to fix them.

my question is, am i supposed to be able to enter lots as a landlord to fix things for maintenance events? is this normal that i can't go inside when i'm called to come fix something? i'm so lost.
i attached a screenshot of the fuse box inside and my landlord outside unable to go. am i supposed to have the fuse box outside? the Lessons guide says you can put the water heater and fuse box in the unit, but i cannot go in it to repair anything.
