I am having the same problem and am quite frustrated. My sim also cannot enter the tenants unit. I simply get the wave and "can't get to wherever you're asking me" moodlet bubble above my sims head. even when my sim can enter and navigate when there is not a tenant.

@anna3682 Could you also check on shared space issues and add a picture ?

Moving this to game issues for now.
