Cannot Give pets Food

When my sims are eating they get the option to click "feed (pet) food" when clicked it enters it enters the queue behind the task of eating their food. They proceed to eat their food and and then when the pet task is up the sim is confused on whats being asked. This has been happening over multiple updates, and even thru many common trouble shooting methods when fixing other issues.
