cannot load a save nor start a new save

I have tried repairing the game. Deleting and reinstalling the game. I deleted all my previous save files.. i even tried turning off mods. It wont let me load a single sims 4 save world. Is there a reason mods are not working just wondering since i only have cosmetic ones like makeup hair and clothes.. but im also worried because i had several i was making generation style families on... and now i cannot access them..
