It is wonky anyways. I’m sure they were trying to imitate the sims 3 lot placement, but this one is very buggy. The sims 3 never changed the number of restrooms and rooms to 0 or the name of the build. It would be fine if the units don’t reset to 0 restrooms and 0 bathrooms. Also, if the name of the building and units wouldn’t change to the name of the lot you are placing it to.
I found placing a pre-built lot as residential rental not only caused things inside the units to be set to 0 (0 beds etc), but also didn't appear to actually load in any of each unit's assets at all. Visiting or switching to a tenant/unit shows the unit as being completely empty. So there really isn't anything there in the units when you place something from gallery or library as residential rental instead of setting it to residential rental while building it yourself, and this is why it's showing as 0s.
TL:DR: saving a fully set up residential rental lot where you see the units as empty due to how game hides them once set up as individual rental units, causes the units to get saved as empty.

I don’t know about other builds, but I build the lot in question. I just save it to my library and I tried to place it in other of my save games. The thing that is causing the bug for me is setting the lot to residential rental lot so I can place my build from the library. The reason is the lots from the library or gallery are taking the characteristics of the other lots. That’s why even the name of the building change to the name of the lot you are placing it.
