Cannot setup residential small business - no valid lots

Trying to setup an old lot to be a residential small business and cannot open as it says there is no valid lot and that I should purchase a venue. Did I set this up wrong or am I missing something? A...

Yep I'm having the same problem! I'm so annoyed at this because it's not working how I thought it would. I thought you could have a small business on a residential lot... or did I imagine that?
