Can't change lot from rental back to residential lot

I built a rental property and after I was done I save it before bulldozing it. Then I wanted to build a residential house on the property, When I wanted to change lot back to residential it saying your Sim is currently in this unit and the property type cannot be changed. I've tried moving Sims in and then evicting them. I've tried without mods but nothing. The property is empty there's nothing there no building, no Sims. It's essentially just an empty rental lot now. How can I fix this?

    davlopezz​ What it sounds like is that you didn't completely clear the residential rental before bulldozing it and the game still sees the lot as owned by a specific sim.  Hopefully you still have the sim that owns it.  Look in the sim's owned business tab and check to see if the sim still owns the residential rental.  If they do, sell it and return to their home lot.  Go to manage worlds and enter the lot in build mode.  Change the venue.  If that doesn't work, then you probably ought to start over in a new save as that lot will remain unusable.  And the copy you saved to your library will also be unusable most likely as any other player will not be able to use it as they don't have the sim that owns it.
