Can't get the Ring Bear to show up, any ideas?

Hello! My Sim fished up a "Strange Ring" and when I hover over it, it says, "Go find The Ring Bear to ask about the ring." I googled it and the Ring Bear is supposed to be at the fountain in the Media Naranja park (Lovestruck Expansion). He is nowhere to be found. I can't find anything online about him not showing up either. Any ideas?

Whelp. Never mind. I just found him by the fishing pond in the park. Not by the fountain!

Meanwhile, I have the opposite problem, I can't get the ring bearer to leave my sim's house 😭 she lives on the lot across from the park with the lake, I have no interest in doing the quest, but even sometimes when I press "send home", he just won't leave! I guess locking the door helps, but it's annoying when I want my sim's friends to come over, I feel so bad that they have to wait outside :(
