Can't Resize Objects

I'm a longtime builder and thus very familiar with the cheat console. Today, while working on a nightclub, I accidentally entered a combination of keys that locked me out of resizing objects. I can raise them and lower using 9 or 0, but sizing is broken. When I use the right bracket ] the game zooms in slightly. The left one doesn't do anything.

I've repaired the installation and removed all mods but the issue persists. I've tried numerous key combinations since they are recommended as a workaround for height adjustments. This includes Shift + [ and Alt + ] and Shift + Alt + [. None of these resolve my issue. Any help or pointers would be greatly appreciated.
