Can't stop the game when build and buy bug after installing Life & Death EP

What expansions, game packs, and stuff packs do you have installed? All except some fashion kits
Steps: How can we find the bug ourselves? Play the game and this bug will 100% happen after 2 - 10 minutes of playing.
What happens when the bug occurs? If I enter build and buy mode, the environment and my sim are still in motion (infinite loop though, my sim is watering flowers forever), bees from the bee box buzzing and so on. I can't build, remove or buy anything. When I then want to stop the game it runs until I force shut my PC.
What do you expect to see? A grid, the gameplay stops and I can place and remove things, as well as a game that ends as soon as I want it to.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

After a few minutes in the game, sometimes 2 sometimes up to ten, I can't click anything anymore, no sims, no objects. When I go into build and buy mode, the world is still making sounds and movement but in an infinite loop. Before I entered BB mode my sim was watering plants and was whistling, so she was whistling and watering that one plant forever. I can't click any objects in bb, not removing or placing anything.
When I then want to end the game, not matter if saving or not it just does not stop. Alt F4 doesn't work and I can't access the task manager because ist behind the game window. I have to force shut my PC. I was waititng for an hour once to see if it will stop eventually but it doesn't. When I save before trying to end the game it saves infinitely.
In this state the game is not playable. I repaired already and I have no mods since the update installed. All mods I use is some cas mods, not major script mods or anything.
