Cant Travel To Retail Store??

What happens when the bug occurs? I have 2 sims out of the household and one staying at home, every time I try to travel to the retail store that I own, the button is grayed out and I get the message: "You cannot choose this option at the moment because ---- isnt here!". The sim they're saying isn't there is not the one I'm controlling at the time. I've even tried bringing that sim home and it gives the same message as if they're still gone. (Ps. Yes I have CC but I've removed everything and get the same message.) Is anyone else getting this glitch??
What do you expect to see? The button should take me to the retail store immediately.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
