I've edited the police station using the freebuild cheat but with active career lots it's a very careful process because you have to bear in mind it's functionality and the daily work tasks. So replacing the lot completely may cause an issue there. You can't move the lot either because it's an active career lot and your Sim needs to automatically travel there when you join them on their work day.
So for example you need your board for APBs, etc. You need your interview rooms, reception, computer desks, analysis space, and your jail cells and you need your fingerprint station. I've just done recolours/new wall decor in some spaces rather than re-designs or replacement rooms. If you change too much the active career will run into problems. I've seen people do something as simple as edit jail cells for example and then found they don't work.
So whatever you do, make a back up save. Then if you change something vital there's no harm done. So many areas and items have tasks/functions automatically assigned to them by the game.
It's a fun task to modernise the active career lots. The police station is a bit run down, but there are some things that shouldn't be changed too much so it still works as it should. I've added a cafeteria and a larger gym and I've added a modern office and expanded the building and updated the exterior. I've made the analysis space larger and more modern too.
I can't advise on mods myself personally though as I've never used them.
