I haven't tested it since adding Growing Together. That should really be looked at so that children can stay with both parents.
The only thing I can compare it to was a Young Adult Sim who tried to stay in her old family home. I usually create a big family and then split them into different households. There's often an original family home where Elder or Adult parents live. I had problems getting my Sims to stay over at their parents home. It wasn't allowed, so I gave them the Always Welcome reward trait and the parents gave them keys to the house. After that it worked. I'm about to try it again as I'm creating a big family with Adult parents, Young Adult children and young grandchildren. I've made a spare room for sleepovers. One of the Young Adult kids has a guest house for sleepovers at her home. So I'm going to test how it works when her niece and nephew stay over at her place and how it works when she stays at her parents.
If you've set the curfew using the bulletin board you could try taking that off and if the child has enough reward points give them the Always Welcome reward trait to see if that helps. Also see if you can get the mother to give her daughter keys to her apartment, if you haven't already tried these options.
Edit: I just had another idea as I've been mulling this over today. You could play both households in tandem and actually move the child to her mother's house on the days you want her to be there via Manage Household.
I haven't looked into getting the Always Welcome buff for kids, but I know teens can get it. I ended up just aging the child sim up to teen because I got frustrated with her always getting grounded. I love how Growing together and Family addons go together! I hope they come out with an update that looks at family relationships and strengthens them, and lets family stay over at other family houses besides the played family. There's also low family relatonships beyond parents, grandparents, aunts/uncles/cousins, and siblings. There's no step-sibling or step-parent, but you can adopt as a care dependent which helps. But coming from a large, spliced family myself, I really wish they added in step relationships too!
