City Living; Cannot place apartments correctly from the Gallery

Are there still people with this problem? I cannot post an entire apartment from the gallery. It gives an error message; "it is not possible to place anything outside the plot boundary". While the ...

I am. I can't take any apartments from the gallery and slot them into the space, despite them being the right size, shape and with MOO. I've turned MOO off too and that doesn't work either. I've also not got any CC or mods installed. It's happening in Evergreen Harbour too.
