Diaper changes toddles impossible

My sim won´t change my toddlers diaper, no matter which way I choose to do it. From my parent sim, from my toddler, or from the changing table. Action just gets cancelled immediately. Even after resetting both sims with testingcheats it won´t work. No mods.
