Did Juliette Monty start with the Master of Grudges aspiration for anyone else?

I started a new save with neighbourhood stories disabled, played a few different families for a bit, and then opened up the Monty household. Despite master of grudges being a reward aspiration, Juliette had it as hers. 

As far as I can tell there are only two options here: First, that she changed her aspiration without my input despite stories/progression/whatever it's called these days being disabled. Second, that she's coded to have that aspiration for anyone who completed the event.

Now obviously both of these are bad, but the second option feels especially shady, as it just makes it even more obvious that they're deliberately withholding content from packs purely for these login events. 

So I'm wondering if anyone else has experienced the same thing, with Juliette starting the game with this reward aspiration? Or even any reward aspiration/trait/item appearing in your game automatically? Thanks
