@prettyloserrrrr Your Gallery content should all still be available on the Gallery. Your Library content would be gone, sure, but the whole point of the Gallery is that it's online and accessible to everyone. If you're not seeing your content, make sure you're signed into the correct account and that you've checked the box to show uploads with custom content. Some uploads get flagged as having cc even when they don't.
As for the rest, I'm guessing EA absolutely does not want to pay for the incredible amount of storage necessary to back up Sims 4 saves. There are literally millions of current or recent players, many of whom have a number of saves and all of whom have automatic backups of those saves. I've seen individual saves go over 200 MB, which is not a lot by itself, but it's massive when multiplied by 20 consecutive "save as"s and a few hundred thousand players who play rotationally and understand the value of backups.
Users are responsible for their data and the health of their computers. I'm sorry you lost your saves, but an external drive is cheap and easy to use, and so are other cloud storage services. Some even offer free data up to a point, for example Google Drive.
For your old laptop, you could buy or borrow an external drive enclosure and see whether you can grab any data from it. Drives are simple to remove from most laptops.
