[ECO] Can't repeal/vote on NAPs

For some time, there has been a bug with the Eco Lifestyle expansion pack.
There will be a message popping up saying voting on the neighbourhood plans has opened, but it will not allow you to vote on the different plans; it is always the same plans and never changes. I have tried to do the petition for repeal, but it won't allow me to do so.
It has been like this for some time with this expansion pack.
