Some of your list was reported bugs, but others were not. Your issue with seasons sounds like mysterious weather that occurs depending on the world you live in.
After you followed the troubleshooting steps and are still seeing all these issues please read through the links provided below.

@CeissaDesiste, I understand your frustration ๐, but there is no way from your original post that @PoptartJuniper could tell how experienced you are at gaming. You could have only started gaming a few months ago, or you could have been gaming for 35 years. If you don't tell people which troubleshooting measures you have already undertaken, then there is no way for us to know what you have tried or haven't tried. Therefore, it is best to assume that those measures haven't been tried yet, and then start with the simplest measures and then go up from there as more info becomes available. There have been many times when it is assumed that posters have done the research that you did, only to find out they didn't. So mentioning the easier troubleshooting measures is not "sweeping issues under the rug" , rather it is the first step in determining where a poster is at in the process. ๐
Like @Rae_Regenbogen stated, some of those issues are known bugs and some are not. Some of them might be unique to consoles or to the PS4, but others definitely occur on PCs and Macs as well. ๐คจ
Finally, in regards to #16 on your list, does the crazy weather happen all the time or just some of the time? ๐ค It shouldn't be happening all the time, but there is a lesser known type of weather in the game called "Mystery Weather"! ๐ On the days that it snows in summer or has a heat wave in winter, check your calendar for the type of weather forecasted for that day. If it says Mystery Weather, then your game is functioning normally and there is nothing to worry about , just a little in-game fun, like the holiday gnomes ๐ (If this is annoying to you, you can use the Weather Machine that @Rae_Regenbogen mentioned to change the weather into something that makes more sense or is easier to deal with. ๐) But if it doesn't say Mystery Weather on these days, or if it happens every day, then there is something wrong! ๐ฎ

@PugLove888 So stating " none of these issues happened before the fresh install and purchase of the DLCs I just picked up." isn't indication that my PS4 and my Sims 4 game is up to date. Plus when you do a fresh install, don't most people turn off their system and turn it back on?
Yet I shouldn't be frustrated over getting the typical "Did you turn it off and back on" answer?
I am aware of the "Mysterious Weather" aspect of the game and about 90% of the time it doesn't say that when I get odd weather.
When I do see that message on my UI its usually when I am in Glimmerbrook. These weather conditions are happening on every map. I was in San Myshuno on the first day of Summer when it started to snow. It didn't say Sun Snow like I have seen in Glimmerbrook it was just regular snow. I have my game set on a 14 day season cycle , in Spring of those 14 days it rained or thunderstormed every day in every city map, Summer had a mix of Snow, rain, regular temp and high temp, Fall consisted of mostly cold or freezing cold weather, and Winter was either snowing or blizzarding every day. That was in the first year of my new save file. I just hit the first day of year two, so I can't say what the weather will be like until I experience it.
I looked through the known issue list and maybe 5 of the 17 things I listed were already reported, so I don't see how me posting these issues to get further instruction or advised where the best place to report them is a bad thing. Since I don't scour or post in Answer HQ on a regular basis to me "Technical Issues" means things you may need help with or letting someone know about problems you are experiencing. To me "Bugs" are game breaking issues and since I can still play the game I don't consider them game breaking.

@CeissaDesiste, I have never had to do a new installation, so forgive me for that. But it would be even more frustrating to not make sure the solution was a simpler one, only to have people trying to help you suggest much more difficult possible solutions, and then finding out a simple one was what was needed. ๐ But since you have done all the early troubleshooting steps we don't need to bother with that anymore.
Thank you for clarifying the that the majority of the time the mixed up weather in your game is not due to the Mysterious Weather forecast! I do not know why it would snow in Summer unless that was the forecast.๐ค I've never had that happen. I have gotten strings of the same weather , sometimes intense, in various saves , at least some Sim years. But other times I get milder weather and a mix of clear days and stormy days. It seems random in my game, but I don't play on a PS4 (if that has anything to do with it ๐ค ) and I usually only play a 7 day season. I do know that for longer seasons the start and end of each season is supposed to be transitional, with the most common weather for each season occurring the bulk of the time. This isn't that evident on the 7 day season cycle. There are EA employees who will read these posts (and sometimes answer), but most of us helping out are just volunteers. We like to help people get the most out of the game! ๐ This section used to be called Gameplay Help but was repurposed as General Discussion and Feedback. Some of us who have been helping here for a long time still feel the need to try to help even if the person posting just wants to vent about the game, as it is sometimes hard to tell what each poster prefers to do. You are free to list your frustrations here, and I apologize if that is all you wanted to do with your post. ๐ณ And of course you are also free to ask for gameplay help as well! ๐
Officially "Bugs" are errors in the game that are usually repeatable and happen to more than one person, and many of them are very small. For example, a certain bed might be bugged to where some actions aren't' available on it. Other bugs are more serious, like if teens rapidly aged . (Not real bugs, thank goodness!) But even a small bug is still a bug.
The Technical section is really more for those instances where you have problems with Origin, or your computer, at least that is what it is supposed to be. (And when this section was still called the Gameplay section, we would usually deal with problems like figuring out how to do certain actions or tasks that might not be obvious, like when how to gather impression in the Stylist career, or the best way to get the most out of your garden. There is sometimes some crossover in these sections, but that is how they are supposed to work, with the addition of allowing for Feedback to this section here. ๐Some of your issues, gamebreaking or not, are reported bugs, and the only thing you can do is to click the "Me Too" button at the bottom of the first post in the Bug Report section in order to tell EA just how many people are reporting it, and then you can also add a reply to that thread in order to explain your experience. Some bugs need more info in order to be dealt with.
It is also possible that some of your problems are bugs that haven't been reported yet, in which case it is best to fill out your own Bug Report. (there is a list of known Bugs pinned to the top of the page to help ).
But some of your problems might be other issues. ๐
Feel free to vent here if you want, or if you would like continued help, feel free to ask. We will try to help you where we can! ๐Update : I just read @CGrant56 's post and it does sound like the length of the season is at least partly responsible. @CGrant56 , do you also play on console?
Could either of you try and see what happens on a 7 day cycle, perhaps in a new save? ON a 7 day season, I do get strings of days with the same weather, but only 5 days in a row, max! ๐คจ- 6 years ago
I also have 7 day seasons, and Iโve never seen it snow in summer or anything remotely too weird for the season. I also have all expansions and packs, with the exception of the toddler and fitness, so I see SO MANY BUGS, which I honestly expect with that much code. ๐ญ ๐
It does sound like maybe the 28 day season could be part of the reason, and we just donโt see it because we have fewer days?Either way, Iโd just head over and report it in the bug forum. Iโve reported a few bugs that seem to be specific to my game, and people are always responsive and help at least figure out work arounds (like the weather machine) that can help game play feel less frustrating. Other times EA answers and adds it to a fix list or lets you know itโs in an upcoming patch. Still, there are other times you just have to accept that the game isnโt ever going to be perfect and move on. But PLEASE report so if we console players experience the same thing EA will at least know itโs frustrating us and limiting our gameplay.
I wish you luck in your game!

A Bug is in general a error in game code that leads to undesired behavior, some bugs are game breaking, others not.
I get your frustration as well, so for the best way to handle this:
For the know issue, make sure that you click the "Me too" button in the corresponding threads in the "Bug Forum"
The more people have a problem, the more likely it is that it will be solved faster. For the Problems that are not already listed you can create a "Bug Report" on the same board.
(Please make sure to check for post on the same issue before you do that.)
This is indeed the only good way to handle such problems, and the only way that might get your problems some developer attention.

Okay guys, I can vouch for the weather issue since the weather in my game is probably off so maybe it's something to what @CeissaDesiste says. It rains way too much in my game and it may because of the season length. It's a guess though. @CeissaDesiste, just out of curiousity, what is your season length? From other posts, here I've learned that things work a little different depending on the season length and that may be in play here.
I play a long life game with 28 day seasons. I was playing a couple of vampires in Brindleton Bay at the time. It rained everyday, all day and all night, from the 3rd week of spring until the 2nd week in the fall with only 2 clear days in all that time. I was getting at least one thunderstorm a week too. Sometimes it would go from hard rain to a light rain but it never stopped. I thought I was going to have to call Noah or build an ark. It was ridiculous, it rained so much. The weather in that world is not right imo.
And every 7 day trip I have made to Selvadorado in the winter, and I go a lot, I am lucky to get just one clear day if that. Most times I don't get that. Again it rains all day and all night continuously. It isn't much better in the rest of the seasons either but winter is the worst.
Is this the type of thing you are seeing @CeissaDesiste?
