There probably isn't anything to fix. Your other packs probably just don't have any special cheats that would go on that menu.

Those cheats aren't available to me even though I have the pack and the pack works.
Okay, I guess I was wrong. I don't have Growing Together or High School Years, so I had no way to check whether they had any Pack Cheats or not. Hopefully, someone who has Growing Together can give you a better answer.
