This is a really strong point, and especially so for the Simmers who don't come from the American culture and have to import their own meaningful holidays and events into each save individually.

Yesh, exactly what @Strangelovekraft said. It's a representation issue.
I've seen Australian Simmers turn Winterfest into Summerfest, throw New Year's Eve parties in the summer, etc.... but they would have to set that up in every save. My Wiccan pal and I set up our own religious holidays in every save. Maybe someone wants Gay Pride or Juneteenth or Cinco de Mayo in every save. And Simmers from India or Brazil or (insert country) want their own meaningful holidays in each save.
Sims team, modders, anyone? it would rock!
