Firefighters wont leave

Can someone help please?!

So, my sim set the cooker on fire, and I told her to extinguish it. The firefighters turned up, and now they wont leave! Theyre using the facilities, feeding themselves, sleeping etc. Theres no option to send them away, I have cheats activated and tried "reset object" on them, but this doesnt seem to have helped. Ive never has this happen before, usually they'll just leave once the fire is out. 

I dont know if this is a bug or what, but its annoying. 

Im playing on Xbox series X. I have most packs.

    Ok, totally my bad, I realised that the firefighters were in the area I made as private living space my royal family, so no public access with a locked gate, only accessible for household and employees. So, the firefighters couldnt leave! BUT, with the gate locked for everyone but household and employees, technically the firefighters shouldn't have gone through? How can they have gone in but not back out again?!

    I unlocked the gate and they've now gone, but it makes no sense they can enter but not exit 🤷‍♀️
