For rent broken... again

Having an Issue renting out my properties. I hit fill vacancy, select an elegible family, click the check mark, and it just doesn't. Sometimes if I go through enough times it will but it doesn't seem like theres a set amount of times to get it to go through. Ive tried with and without mods, restarting the game, and doing the regular "fix" option.
