@takara0092 I'm having the same issue. My cheat console bar isn't coming up either. I use the ctr+shift+c+windows key and it wont work no matter what.

If the suggestions in #22 and reading “Common Pitfalls” on this page (https://answers.ea.com/t5/Game-Issues/FAQ-Common-Issues-with-Cheats/td-p/13573997) don't solve your problem, then I I'm in the same trouble as you are.
Using the “On-Screen Keyboard” was helpful for me, although it is not a radical solution.
