The pack selection is only available on the main menu (before you load a save), that sounds normal.
It seems there's was something going on with the save and the game couldn't save anything so when you traveled to another lot, the changes were lost.

If you exit your save game and re-load it, does the same happen again ?
The event is working again.
The game continues to freeze randomly. The clock stops and sims idle. Sometimes after a few minutes the game resumes, other times it freezes indefinitely. I have repaired game multiple times. I can play for a while but the freezes start up again. They happen so often that although I try to save more than I used to, it's becoming a real pain. I often have to force quit and relaunch the game.
Maybe not related but I'm also having significantly more lag in general than I did before this pack. My computer has plenty of storage.
