I've had the repair man problem a couple of times, No Mods on my End, No CC either (just pictures/etc in my Gallery Uploads being flagged because of the fact they were "created" in-game :P).
It seems that the repairman problem is specific to not owning "City Living" to me (don't ask me why I had an repairman come by in April BEFORE I owned City Living - and it messed up; but AFTER I owned city living I called the Repairman from Lin-Z and he worked fine twice). It may also have to do with the timing; I've noticed the Repairman tends to show up almost immediately after the call.
As far as game-play interactions; and I don't mean to get too far off-topic here, but do you have any idea if the repairs you ordered were on a "off-the-grid" lot? I think off-the-grid alters the way repairmen work (because it calls it "Call for Emergency Repairs" instead of "Call a Repair Man") which may indicate that off-the-grid repairmen only repair the specific device you called them on...
