Just to confirm, are the packs explicitly listed as 'Deactivated' in the Marketplace section? And have you already gone to Marketplace > My Collections > Pack Selection, selected the deactivated packs, clicked 'Confirm,' and restarted your game?
Please also check that all your packs are installed in the EA App under Library > Sims 4 > Manage Add-ons.
If you've checked and done the above, please try moving the Documents\Electronic Arts\The Sims 4\UserSetting(.ini) folder to your desktop before starting the game to see if that helps.
