Normally speaking you can't change a residential rental, but that's also by the renters. Try this: go into build mode and change it to a straight residential and see if that frees things up a bit. This is just a guess, something I would try were I having such an issue. Best of luck. Or activate MOO and see if you can remove the half-wall. (I don't use MOO myself, but some do.) I just know that the warning comes up any time I download from the gallery. Even on my own builds!
