That's the most alive place I've seen anywhere compared to my game (pun totally intended 😉) I don't own life and death so have been visiting every bar, club, pub, swimming pool, community lot you name it and even in Windenberg there was absolutely no one else at the gym or the swimming pool it was just my sim and that world is usually the most populated on my game even compared to San Myshuno! Until an answer is found I've turned on all the options in neighborhood stories (apart from adopt a pet) for both played and unplayed households and I'm going to see what happens. I do wonder if it is a result of the L&D update that we got even if we don't own that pack??!!
It has to be because it wasn't like that before the L&D patch. I had empty worlds after the patch too, before I even purchased the pack. I just got the pack to turn my fake cemeteries into real ones. Not really care about the rest.
