I cant raise objects - Help!

As I have mentioned I can't seem to make my game to let me raise or lower objects.  I've tried all the options I found on the old questions, to re adjust the cameras using ALT + 5 + 9 , it won't work, CTRL + Shift + 9 doesn't work, shift + 9 doesn't work, I have look for the videostates folder and there is none on my game files. 

Is there a way to still do this? I even tried to connect and external keyboard as I'm playing on my laptop and still doesn't work. 

I would really appreciate any help!!!

    Hi! @Bluebellflora Yes, I've tried that as well... for some reason the only thing it does is raise the object to the next floor and if I'm on the last floor it would just raise the roof

    Not sure why this is happening

    Any chance you could take a video of that and upload it or provide a link to it? Sounds so strange.

    Have you repaired the game?

    Do you play with Mods/CC? If so, rename the Mods folder, trash the localthumbcache.package file, load the game and see if it still happens.
