I bought home chef hustle. I have the receipt, the app says the game downloaded but none of the content is in my game. I wish there was a way to actually contact the tech team instead of these forums I've shelled out over $1,000 for these games and yet they are all broken or barely functional and I'm sick of it.

You must not have seen it. You hadn't said what platform you are on but you mention the app here so am I right in thinking you're on PC? Rest assured someone will be able to help you as this can be a common problem. While there are a lot of players helping other players here, it's also dedicated EA staff too and the Sims Direct are also involved so you're in the right place.
I'm sure someone here will get to the bottom of it for you. Here's a thread with advice that might help in the meantime if indeed you are on PC and you can add a Reply on there if you still can't access your content:
