I've tried several times and we have the same problem in Glimmerbrook too.
When you use the shortened form of the cheat "Diving," it works, but not everywhere.
If you use the form "Minor_diving," it works everywhere.So there's not really a bug, just a clarification.
I also tried the diving boards, and they work normally at Sulani.
