Is the "beautifully decorated" moodlet broken?

I have 11 large masterpieces in a 4x6 room and the moodlet is still not beautifully decorated, even though I used to get it with less than 6 paintings before the new patch. Is something broken, do I ...

I know a Eco Pack coming out soon that deals with the new Environment stuff, after the patch I have noticing my Sim was under a Painting has Environment 10 and next to Sculpture " Knight of the Octagon" has Environment 10 as well. walls was already have Minor Environment Gain 2 and Eco Footprint 2. before patch, I had Beautiful Decoration +3 on my Sim. now she gets Nicely +1 ? is the game counting on the Painting and Sculptures and other Decoration then just the Walls?
