Game freezes and time stops but Sims still move

I don't know if I'll be able to state my issue clearly, but I'll try. I start up the game, hit resume game, and everything loads fine. However, once I start clicking around or try to go to a different sim, the game kind of freezes. The Sims still move; however, time has stopped. I cannot click on anything, save, or use the quit button. I have to manually shut it down using Task Manager. I've tried removing my custom content (no mods), removing old files and caches, but I have no idea what to do from this point. Any help would be appreciated.

    Hello, 

    I tried the clean folder approach as directed and ran into the issue again after moving my save folder back from the backup, which lacked the custom content. I'm assuming then my save file is corrupted or there's a bug. What should I do next?
