I have a lot which is mostly basegame and few items from three different packs.
When I first built it, I didn’t have any problems saving it to my library.
But after installing mods, I added a decoration box (from Seasons) to the house, and when I went to save it to my library, it showed the blue icon for Custom Content. I couldn’t uncheck the box for modified content because it claims modified content was detected.
I have removed my mods completely, and the issue remains. There is no check-box for modified content, yet it shows the same blue custom content icon.
A different issue that has occurred, both with mods and after removing them, is the lot not saving to the library. I have the tray-files, but it doesn’t show up in the in-game library.
I have repaired the game and replaced the entire Sims 4 folder, and the issue remains.
I didn’t have any problems yesterday. The only change I’ve made is to install mods properly, as I hadn’t allowed for script-mods after the last game update.

Did you tick cc in your library ? Did you get an error message loading ?

After saving each floor of the house separately, as individual rooms, the mod-tag-trigger culprit seems to be the family portrait that was a reward several years ago, with the launch of Sims Mobile.
I managed to save the lot to my library when re-bulding it from the rooms I saved to my library, in an unmodded save.
