Limited interaction with sims love interest

I've made a sim, hes a human, and I editted another sim from the world Greg, to be his partner. What I noticed was an issue where only Greg (werewolf) could interact romantically with his partner and intiate physical actions like woohoo and try for a baby. However, when I selected the woohoo option, they would talk to each other, agree to the woohoo, then not do it. But then a pop up would appear on the screen about going on a date together, this didnt happen every time I tried it but it happened enough for me to notice. That along with pop ups about their woohoo interests. I do have mods, but I removed them and the issue persists. I tried to get my sim to interact with a random romantically and it worked, but for some reason he cannot romance Greg his partner. Greg can also romance other sims. I've repaired the game and that did not work either.

    @spackuy Do you have mods or CC in your Mods folder? If so, do a "vanilla" test to see if a mod/CC is your problem: Move (not copy) the Mods folder to the desktop (or rename it), delete the file called localthumbcache, open the game to test, and exit without saving.

    @luthienrising Thats the first thing I did as a simmer, I went through all my mods and the issue persisted. I removed all of them too, after trying to pick out each one and restart the game to see if it was the issue. I made a new save file, with another werewolf and human, and they can interact just fine, romantic interactions are showing up

    @spackuy And yet my main game isn't working, it sad because my sim looked so good. And, I tried to save to gallery to use the household in another save file and it also didn't work.

    @spackuy Okay, since you say it still doesn't work in a true vanilla test -- no mods, no CC, deleted localthumbcache -- and it seems (if I'm understanding right) to be save-specific, I'm going to move you over to Game Issue.

    Can you explain, for the next helper, what happened when you couldn't save to the Gallery?

    Ah, my bad I worded that improperly. What I meant is, the gallery does work, I saved the household to it, and I thought that specific world was the issue and the household would work well if I put them in another save file, but I was incorrect and it didn't work even then. I attached pictures of the issue, this is after I removed all mods. Thats the only romantic option appearing for my sim, but for his partner the romantic options all show up.
