Makeup Greyed for toddlers

The makeup section of cas is greyed for toddlers but not infants. My toddler currently has makeup on and I want to take it off of her which I can not do. It wasn't like this before the most recent update.

I used mods and cc but I have removed it and updated all of my mods but the problem is still there.

Does anyone know how to fix this??
