hiiii i had this exact same problem, i was so stressed about it and spent ages trying to figure out how to fix it. What fixed it for me was going into the marketplace and looking at 'my collection' the packs that were missing were deactivated for some unknown reason, i ticked them to 'activate' them again and once my game restarted they came back!
