The option to discharge is available only in the charged stage, if your spellcaster was already overcharged (you wrote she was already in the red) the option disappears. It's always been like this.
Ok. When I go back in to play I’ll check and see if the option reappears before she gets to the overcharged state. I keep checking last night after her charge when away on its own but I still didn’t see it, but she may have not had enough of a charge.
Edit: I was able to test this and yes, she was able to discharge. Thank you GiardiniDiMarzo !
