@cet49s91tx9h From your screenshot it appears that, as @GiardiniDiMarzo mentioned, you do onto have a counter the Sim can prepare the food on. I know this can be confusing as it was not what I expected when I began on Sims, but I thought it may be of use to note, that a Sim will not prepare food on a dining table surface or any other surface aside from a full-sized/full width (not an end piece/half-width counter), or an inner-corner countertop - or on the side of a island section that has no stool in front of it ind is a full-width island section (not an end section). Furthermore, if that full-sized/full width countertop (or inner-corner countertop - or the side of a island section that has no stool in front of it ind is a full-width island section) has anything that blocks access to the main area of space on it that's needed for the preparation animation/interaction, the Sim will see it as a blocked path. I would recommend removing the items on your countertops and seeing if the Sim will use them, and if she won't, try putting a full width countertop in the middle room, not using MOO or alt-placement, and making sure everything around the countertop is far enough away from it to test that nothing is interfering with the path to using it.
