Yeah, I play rotationally and always change houses between midnight and 1am because of this. Your Sims don't go to work or school if you're not playing them. I mean, they also don't get bills? but yeah. I switch in at midnight and they're all awake with full needs and I'm like, "Yep. Time to put all my idiots to bed."

@FireDemon489, @Rachelharris31 and @xochiquetzl_xkvn. I think this is part of the way the core of the game functions. So, it might be even default. I play a rotational game and because of this issue it is best to rotate during the weekend. Non-played Sims wil not progress and can sometimes even be used as NPC. That also depends on how much Sims you accept in your game. I play with a maximum of 200 Sims. 138 are Sims that are in my households. in one way or another. When I play a Sim that is not at work and take them to any place i will see their family members as NPC's.
So, I think it is done by design. It keeps the pressure off the core and computable capacity of the game itself. In any case I don't mind. It is part of the game play.

@Trismagistos 200 sims i only play with one family now rotational play is not for me and i also think its lack of story progression also as to why they don't go to work or school if you not playing them in the sims 3 they did if you had story progression on if you didn't then sims wouldn't go to school or work well they don't in my game.
