New Bust the Dust Kit purchase not appearing in Gameplay settings

I originally purchased bust the dust kit via the marketplace. It worked at one point and then stopped working- i always had the kit enabled in the gameplay settings- turning dust off and back on a few times, it didn't work /tried purchase a vacuum via build and buy and i was unable to place it in inventory, only move it around in live mode. I tested with and without cc/mods folder at this time.

A few days ago, I unistalled the marketplace version(i read on here that quit a few people had similar issues with the marketplace version not working) and then i purchased/downloaded the same kit via the ea app- currenting showing as  installed in manage add ons- thinking that may help. I then went back in game- starting a new save after moving my mods folder to desktop and the kit is not showing in the gameplay settings to enable it. I tried clearing the ea app cache, reparing the game and going back in- still nothing(thumbcache package was deleted before each test). Not sure what else to do at this point. 

Ive attached screenshots of the bust the dust folder in my sims 4 game folder(the actual game folder is loaded on a SSD drive/electronic arts folder is located on my main drive), the pack selection page in game which shows the kit uninstalled and a screenshot of the manage storage page which shows the kit as installed. Not sure if this matters but I play on a laptop. Please help
